On the face, maybe. on cut edges? Never. The routed edges of MDF are incredibly thirsty. In the real world, you need at least two coats, sometimes three, with a light sand in between to knock back the raised fibres.
The Spec: "Quick Drying"
"Dry in 30 minutes means you can paint immediately."
It might be touch-dry, but if you sand it too soon, the primer balls up and clogs your sandpaper. Give it an hour or two to cure properly for a dust-like sanding experience.
